The European Union’s LIFE Programme (2021–2027) has launched its much-anticipated 2025 Call for Proposals. With a budget of approximately €600 million, this annual funding round supports projects under four sub-programmes:
- Nature & Biodiversity (€153.4 M)
- Circular Economy & Quality of Life (€73 M)
- Climate Change Mitigation & Adaptation (€61.5 M)
- Clean Energy Transition (€91.4 M)
The LIFE Programme is the EU’s funding instrument for the environment and climate action. It has been bringing green ideas to life since 1992 and, to date, has co-financed over 6,000 projects across the EU and in third countries. For the 2021-2027 period, the European Commission has increased LIFE Programme funding by almost 60%, up to €5.4 billion, and included the clean energy transition sub-programme. The recently – announced work programme for the implementation of the LIFE Programme in 2025-2027 established an overall budget of €2.3 billion for projects tackling circular economy, zero pollution, nature and biodiversity, climate mitigation and adaptation, and clean energy. The LIFE Programme is managed by the European Climate, Infrastructure and Environment Executive Agency (CINEA).
Project Funding Types:
- SAP: Standard operational grants
- CSA: Support for clean energy transition initiatives
- SIP/SNaP: Multi-sectoral integrated projects
- TA: Technical assistance for project prep, replication, policy alignment
Standard Action Projects (SAPs):
- Nature and biodiversity – €153.4 million
- Circular economy and quality of life – €73 million
- Climate change mitigation and adaptation – €61.5 million
- New European Bauhaus – €4 million
- Environmental governance – €7.5 million
Coordination and Support Action Grants (CSAs):
- Clean energy transition – €91.4 million
Strategic Integrated Projects (SNAPs/SIPs): €158 million
Technical Assistance for Preparation for SIPs and SNAPs (TA-PP), Replication (TA-R), or Legislative & Policy Priorities (PLP): €30 million
Particular consideration is given to projects that:
- Accelerate our transition to clean, renewable and efficient energy supplies
- Protect, conserve and restore Europe’s wildlife and natural spaces
- Encourage individuals and businesses to rethink, refuse, reduce, reuse and recycle
- Help us all enjoy a sustainable, prosperous and competitive economy and quality of life
- Cut harmful emissions, boost our climate resilience and help us deal with extreme weather
These calls encourage projects that are:
- Innovative and scalable
- Aligned with EU Green Deal objectives
- Capable of delivering measurable impact and replication potential

SIP/SNaP Concept Notes Deadline: 4 September 2025; Full proposals due 5 March 2026
